Dr Srinivas Ramaka,Consultant Cardiologist Srinivasa Heart Centre and Chairman Srinivasa Heart Foundation received the IMA Dr K Sharan Cardiology Excellence Award at the IMANATCON 2024 being held at Hyderabad.(Engineering Staff College of India ,Gacchibouli)


Dr RV Ashokan,President IMA and other National and State functionaries and the organizing team gave the award to Dr Ramaka Srinivas in recognition of his research contributions.


Dr Srinivas Ramaka ‘s research interests include Epidemiology of Cardiovascular disease ,Ischemic heart disease in women,coronary artery disease in the young,tobacco prevention,consanguinity and congenital heart disease,left bundle branch block ,atrial fibrillation,heart failure and out-of-hospital cardiac arrest.
Dr Ramaka presented his research works at the World Congress of Cardiology meets,American heart Association and American College of Cardiology Middle east and Cardiological Society of India annual sessions.


His groundlevel and pioneering work on out-of-hospital cardiac arrest,The Warangal Area Out-of-Hospital Cardiac Arrest Registry(WACAR) is the first registry on out-of-hospital cardiac arrest in India.This study with Dr Vemuri S Murthy ,Associate Adjunct faculty ,University of Illinois as co-investigator and other coauthors from University of Illinois and India gave a realtime picture of out-of-hospital cardiac arrest in a regional setting in India.


Dr Srinivas Ramaka initiated the ART (Awareness,Research and Training and Teaching) initiative.
He has been a faculty at various international and national conferences.


He also delivered various orations and contributed book chapters on CVD.
At the IMANATCON 2024,Dr Srinivas also delivered a talk on “Training lay public in HIgh-quality CPR and AED use-A National Campaign to Improve survival from Out-of-Hospital Cardiac Arrest”
Dr Srinivas Ramaka initiated the National CPR Challenge campaign in 2018 and has been conducting Community CPR programs from 2009.


He impressed upon the attendees from throughout the country about the need for Community CPR training of all sections of the population and urged IMA to take it as a National campaign.He also stressed the need for installation of Automated External Defibrillators (AED) in all public places and felt an advocacy initiative by IMA is needed to sensitise the govt authorities to address the issue of Out-of-hospital cardiac arrest which is an importance public health problem.He felt a collective and concerted effort is the need of the hour to implement strategies to improve survival from out-of-hospital cardiac arrest.
He demonstrated High-quality CPR and AED use using training models and also distributed pamphlets on Community CPR in English,Telugu and Hindi among the participants at the conference.

In a recent enlightening conversation, Mr. BN Girish, Vice President of Hotel Ocean Pearl, eloquently explored the profound insights of Krishna Consciousness. Mr. Girish began with his eloquent narratives about how a city should be designed taking insights from the architectural abundance from Dwaraka and slowly went on by emphasizing the relevance of the Bhagavad Gita, a timeless scripture that guides individuals on how to live a complete and purposeful life. He went into highlights of the Gita’s 18 chapters.

He has Given lot of focus on to the first chapter, suggesting most of the life’s problems are originating from a lack of complete knowledge. The solution, according to Mr. Girish, lies in acquiring knowledge. One has to sit in solitude to understand one’s own actions. Such contemplations should get compared with the wisdom demonstrated by Lord Krishna who was as simple as the most humble human beings in today’s world.

Mr. Girish passionately detailed Krishna’s multifaceted roles: a king who chose service over rulership, a friend who saved Draupadi in her dire moment, and a compassionate figure who fed the hungry with a single grain of rice. His storytelling brought forth Krishna’s qualities as a great doctor, lover, friend, warrior, and teacher.

The relevance of Krishna consciousness today, Mr. Girish asserted, lies in embracing its principles to alleviate worries and enhance personal power. He cautioned against viewing Krishna as a transactional deity and encouraged a deeper understanding of the spiritual activities.

Drawing parallels with other religious teachings, Mr. Girish stressed the importance of understanding the essence of faith rather than seeking material gains. He highlighted the need for a balance between wealth accumulation and adherence to moral values, echoing the teachings of Jesus and Krishna. The case involved a residential plot in Meerut, Uttar Pradesh, originally allotted to an individual for residential purposes. In 1990, the allottee began constructing commercial shops on the plot without obtaining the necessary permissions, in clear violation of building regulations. Despite multiple notices issued by the Uttar Pradesh Avas Evam Vikas Parishad under Section 83 of the Uttar Pradesh Avas Evam Vikas Parishad Adhiniyam, 1965, the unauthorized construction continued unabated.

Subsequently, the appellants purchased these shops, claiming ignorance of the existing violations at the time of purchase. They contended that the demolition orders were issued without adequate notice, thereby violating the principles of natural justice.

Supreme Court’s Observations

The Supreme Court, in its judgment, made several critical observations:

Non-Compliance with Notices: The Court noted that despite multiple notices since 1990, the original allottee failed to halt construction or seek regularization, demonstrating a blatant disregard for the law.

Doctrine of Caveat Emptor: Emphasizing the principle of ‘buyer beware,’ the Court stated that purchasers are expected to perform due diligence before acquiring property. The appellants’ failure to verify the legality of the constructions rendered their claims untenable.

Strict Enforcement of Urban Planning Laws: The Court highlighted that unauthorized constructions pose significant risks to public safety and strain resources like electricity and groundwater. It stressed the necessity for strict adherence to building regulations to ensure orderly urban development.

Limitations on Regularization Schemes: The judgment clarified that regularization of unauthorized constructions should be an exception rather than the norm, applicable primarily to residential properties and only after thorough analysis of various factors, including environmental impact and public interest.

Accountability of Authorities: The Court directed that officials who issue wrongful completion or occupancy certificates for unauthorized constructions should face departmental action, promoting transparency and accountability within regulatory bodies.
